Me 22 Shkurt 2016, në Qendrën e Kulturës “Rexhep Mitrovica” në Mitrovicë u mbajtë konferenca “Sfidat e zhvillimit kulturor në Mitrovicë- hapat e mëtutjeshëm” në të cilën morën pjesë përfaqësuesë të institucioneve kulturore të Mitrovicës, në krye me drejtorin e DKRS-ës Z. Tafil Peci, përfaqësuesi i Rrjetit të organizatave të pavarura të kulturës të Kosovës -Forumi Kulturor, Z.Hajrulla Çeku , si dhe përfaqesuesë nga Rrjeti i Organizatave Kulturore të Mitrovicës dhe aktivistë të shoqërisë civile.

Në pjesën e parë të konferencës, përfaqësues të qeverisjes lokale dhe të skenës së pavarur diskutuan mbi sfidat dhe zhvillimet kulturore në nivel lokal, si dhe nga organizatorët u prezantuan rezultatet e nxjerra nga hulumtimi i bërë me qytetarët.

Përgjatë pjesës së dytë të konferencës Z.Migjen Abrashi nga OJQ “Mundësia” prezantoi të gjeturat e nxjerra përmes intervistave dhe fokus grupeve të realizuara me përfaqësuesit e institucioneve kulturore dhe organizatave të pavarura kulturore në Mitrovicë. Pas kësaj, të pranishmit u fokusuan më shumë në hapat e mëtutjeshëm dhe si rezultat i një debati konstruktiv u nxorrën këto rekomandime, që:

• Në koordinim në mes të DKRS-ës dhe Organizatave të Shoqërisë Civile të Mitrovicës të fillojë procesi i përpilimit të buxhetit për kulturë, për vitin 2017.
• Që të vazhdohet me hapat e mëtutjeshëm drejtë përpilimit të strategjisë kulturore e gjithëpërfshirëse për komunën e Mitrovicës.
• Të bëhet shtytje më e madhe drejt inicimit të projekteve për gjurmime arkeologjike në zonën e Shalës së Bajgorës, si dhe rikonstruimin e mbrojtjen e objekteve të trashëgimisë kulturore në regjionin e Mitrovicës, si dhe
• Që DKRS dhe RROK, të gjejnë format institucionale për zhvillimin dhe mbështetjen e kuadrove deficitare në sektorin e kulturës.

Konferenca “Sfidat e zhvillimit kulturor në Mitrovicë – hapat e mëtutjeshëm” u organizua në kuadër të projektit “Politikat kulturore në fokus të RROK të Mitrovicës” i cili ka për qëllim fuqizimin dhe ngritjen e kapaciteteve të operatorëve kulturor dhe identifikimin e problemeve aktuale të sektorit të kulturës në nivel lokal.

Gjatë zhvillimit të projektit 7Arte ka implementuar një sërë aktivitete dhe hulumtime mbi gjendjen e kulturës dhe problemet aktuale të këtij sektori në Mitrovicë. Intervista, debate, pyetësorë dhe fokus grupe janë zhvilluar me qytetarët e Mitrovicës, institucionet dhe me anëtarët e RROK të Mitrovicës. Krejt ne fund do të dilet me një publikim mbi gjendjen aktuale të sektorit kulturor në Mitrovicë.

CHALLENGES OF CULTURAL DEVELOPMENT IN MITROVICA – FURTHER STEPS

On February 22, 2016, in the Cultural Center “Rexhep Mitrovica” in Mitrovica was held the conference “Challenges of cultural development in Mitrovica – further steps” which was attended by representatives of cultural institutions of Mitrovica, headed by the director of DKRS Mr. Tafil Peci, representative of the Network of Independent Cultural Organizations of Kosovo – Cultural Forum, Mr. Hajrulla Çeku, as well as representatives of the Network of Cultural Organizations of Mitrovica and civil society activists.

In the first part of the conference, representatives of local government and the independent scene discussed the challenges and cultural developments at the local level, as well as the organizers presented the results of research conducted with citizens.

During the second part of the conference, Mr. Migjen Abrashi from the NGO “Mundësia” presented the findings obtained through interviews and focus groups conducted with representatives of cultural institutions and independent cultural organizations in Mitrovica. After that, the participants focused more on the next steps and as a result of a constructive debate the following recommendations were issued, which:

• In coordination between DKRS and Civil Society Organizations of Mitrovica to start the process of compiling the budget for culture, for 2017.
• To continue with the further steps towards the development of a comprehensive cultural strategy for the municipality of Mitrovica.
• Make a bigger push towards initiating projects for archeological excavations in the area of Shala e Bajgore, as well as the reconstruction and protection of cultural heritage sites in the region of Mitrovica, as well as
• That DKRS and RROK, find institutional forms for the development and support of deficient staff in the cultural sector.

The conference “Challenges of cultural development in Mitrovica – further steps” was organized within the project “Cultural policies in focus of RROK of Mitrovica” which aims to strengthen and build the capacity of cultural operators and identify current problems in the sector culture at the local level.

During the development of the project 7Arte has implemented a series of activities and research on the state of culture and current problems of this sector in Mitrovica. Interviews, debates, questionnaires and focus groups were conducted with the citizens of Mitrovica, institutions and members of the Mitrovica RROK. Finally, there will be a publication on the current state of the cultural sector in Mitrovica.
